This software on CD-Rom contains every registered car and owner directly from the Registry of Motor Vehicles. This CD-Rom contains over 1,000,000 records searchable by unlimited partial queries. 

The Motor Vehicle has two search criteria screens; the owner search and the vehicle search. You can search each separately or together in a cross search, or use the arrow on the side of each field name which shows you the raw data at the DMV, as a reference to establish that the data input at DMV is not standardized. On the Motor Vehicle CD-Rom software, you can use Boolean commands to standardize each search input to capture all possibilities.

For example, an officer might be looking for “X” in the license plate that was involved in a fatal hit and run, or an officer might be looking for a suspect named “John” with “L’s” in the last name.  The Department of Motor Vehicles could run these queries, but offline requests such as these take days or even weeks.  A witness might say they saw a “black jeep or maybe blue” but, they don’t know what the year or model is. By using the CD-Rom to narrow the search, by cross-searching two colors at the same time and a year range, which is not possible with any online or DMV system.  With you in control of the searches anything is possible.
